Dear colleagues,

You will be aware that the Department for Education launched phase 2 of the Schools and High Needs National Funding Formula consultation earlier this week. You can find more details here.

We will obviously be doing further work with you in the New Year to determine in detail the effect on Camden schools, but I wanted to flag some key points before you head off for well-deserved Christmas breaks. The deadline for responses to the consultation is 22 March 2017. We will discuss the Council's likely response with the Schools Forum and yourselves next term.

The consultation refers to a 'funding floor' and says that no school will face a cash reduction of more than 1.5% per pupil in any single year or more than 3% per pupil in total due to the introduction of the (NFF) formula. This proposed maximum reduction is lower than earlier estimates of the impact on Camden schools (which London Councils previously estimated at a 5.2% reduction) so this is welcome news. However, we will clearly have to consider this more carefully in the wider funding context, not least cash freezes in the Dedicated Schools Grant which have already caused inflationary pressures as costs have risen.

Equally welcome is the announcement from the DfE that no local authority will see any reduction in their High Needs Block funding.

Finally, it’s worth noting that there appears to be little impact on schools funding in 2017/18.

2018/19 will be a transitional year where the formula funding is given to the Council in aggregate based on the new national formula values for the Council to distribute locally according to our formula. The full per-school national formula will be introduced in 2019/20.
